Development of public administration in Turkmenistan: government meeting led by the President

A regular meeting of the Cabinet of Ministers of Turkmenistan was held under the chairmanship of the President of Turkmenistan, Serdar Berdimuhamedov, through a digital communication system. During the session, a number of key issues related to public governance, legislative development, and the socio-economic progress of Turkmenistan were discussed.

One of the central topics of the meeting was the improvement of the legal framework of Turkmenistan. The Chairperson of the national parliament, Dunyagozel Gulmanova, informed participants about the ongoing work to modernize the country’s legislation. Particular attention is being paid to strengthening the protection of human rights and freedoms in Turkmenistan, improving the licensing procedures for certain types of activities, and updating legal provisions concerning migration policy and environmental protection.

The President of Turkmenistan emphasized that drafting modern legislative initiatives remains an important task for ensuring the sustainable development of Turkmenistan and aligning the country’s legal system with contemporary standards.

During the meeting, Deputy Chairmen of the Cabinet of Ministers of Turkmenistan presented reports on the activities of the sectors under their supervision. They outlined the results achieved by various institutions, measures aimed at strengthening different branches of the national economy of Turkmenistan, the implementation of earlier instructions, and events held in cultural, humanitarian, and foreign policy fields.

In addition, several proposals and initiatives designed to support further progress in Turkmenistan were submitted to the President for review. After examining the reports, the head of state gave specific instructions to responsible officials to continue improving the country’s economic and social development programs.

At the end of the meeting, the President of Turkmenistan approved a number of proposals and signed several official documents. Other important matters related to the public life and governance of Turkmenistan were also discussed, and appropriate decisions were adopted.

















Switzerland Opens Applications for Government Excellence Scholarships for Young Turkmen Researchers

The Swiss Government has officially opened the application cycle for its Excellence Scholarships for the 2027–2028 academic year. The program target young specialists and researchers from Turkmenistan seeking to conduct post-graduate research or pursue doctoral studies at top Swiss universities and research institutes.

Key applicant requirements:

A Master’s degree or equivalent academic/professional credential;

Age limit: born after December 31, 1991;

A detailed research proposal including a timeline, core methodology, and planned objectives;

An official letter of academic sponsorship from a host professor in Switzerland;

For applicants currently residing in Switzerland, the entry date must not precede August 1, 2026.

The grant includes a monthly allowance, health insurance coverage, partial housing subsidies, and travel expenses. Research fellowships range from 6 to 12 months in duration. Electronic application submissions will remain open through November 27, 2026. Application procedures for Turkmen citizens are overseen by the Embassy of Switzerland in Baku.
