The municipal authorities of Ashgabat have enacted a comprehensive set of rules governing the organization and operation of paid public parking areas. This regulatory document, registered by the Ministry of Adalat, aims to streamline urban traffic management and optimize the use of public spaces within the capital. The initiative is also part of a broader environmental strategy to reduce vehicle emissions and improve air quality by discouraging unnecessary idling and disorganized parking.

The framework provides specific technical standards for parking infrastructure, including minimum stall dimensions for various vehicle classes, such as passenger cars and heavy-duty trucks. A key feature of the new guidelines is the mandatory allocation of up to 10% of parking spaces for persons with disabilities, marked with international accessibility symbols. Safety protocols within these zones include a strictly enforced speed limit of 10 km/h and minimum widths for driving aisles to ensure smooth vehicle maneuverability.

Under the new operational procedures, drivers must obtain an official parking ticket or electronic card upon entry. The regulations prohibit vehicle maintenance and extended idling while parked. To support social welfare, the government has exempted several groups from parking fees, including war veterans and individuals with high-category disabilities. Furthermore, a grace period of 15 minutes is granted to all users for the purpose of loading, unloading, or passenger pickup without charge.

The fee structure for these services is determined based on the vehicle's size and the total duration of the stay, with options for hourly or daily rates. Payments can be processed via cash or electronic transactions. Revenue generated from municipal parking facilities will be reinvested into the city's infrastructure projects, such as landscaping and road repairs, while private operators will manage their net earnings following the fulfillment of national tax obligations.
