Within the institutional framework of the Days of Culture of the Republic of Azerbaijan celebrated across the municipalities of Ashgabat and Arkadag, a permanent repository titled the "Azerbaijani Literature Section" was officially opened at the State Library of the State Cultural Centre of Turkmenistan. The thematic opening was attended by senior government officials, diplomatic staff, and academic delegations from both nations.

The bilateral opening ceremony featured high-level addresses from the deputy ministers of culture of both Republics, the Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Turkmenistan, and the Director of the National Library of Azerbaijan. Executive speakers emphasized that the creation of this cultural infrastructure serves as a practical implementation mechanism for expanding international cultural cooperation and cross-border archival cataloging, strengthening historical ties between the two academic communities.

Professor Karim Tahirov, Director of the National Library of Azerbaijan, confirmed to media representatives that Ashgabat constitutes the 20th global capital to establish this specialized international library installation. To establish the initial bibliographic inventory of the new sector, approximately 100 foundational books covering regional history, art, and philosophy were integrated into the collection. The Azerbaijani delegation confirmed that these volumes are not intended for temporary seasonal display, but are corporate gifts designated for the permanent reference catalog of the library, with structural plans to systematically expand the reference materials through annual publication dispatches.

Following the ceremonial ribbons cutting, the library complex hosted a joint academic symposium evaluating the classical literary output of the celebrated Turkmen poet Magtymguly Pyragy and the prominent 18th-century Azerbaijani poet and philosopher Molla Panah Vagif. Participating philologists, literary critics, and historians presented research briefs detailing the structural and philosophical contributions of both historical figures in shaping the unified intellectual baseline and spiritual legacy of the Turkic-speaking world.
