On September 22, 2025, Deputy Foreign Minister of Turkmenistan, Ahmet Gurbanov, met with Xu Qingshan, Deputy Secretary-General of the People’s Government of Hangzhou, as part of ongoing bilateral cooperation.
The two officials explored new ways to expand the strategic partnership between Turkmenistan and China, noting that consistent dialogue at high levels lays a strong foundation for long-term collaboration.
Talks focused on regional and cultural cooperation, as well as cutting-edge projects in artificial intelligence, smart infrastructure, and green technologies. Key topics included the development of smart cities and modernization of urban systems.
The Turkmen side proposed intensifying academic cooperation by establishing ties between Hangzhou Dianzi University and top Turkmen universities.
Special mention was made of the city of Arkadag, which was recognized in March 2025 with a Certificate of Excellence by Hangzhou Dianzi University for its achievements in sustainable urban planning and ecological innovation.
The meeting also included discussions on sports exchanges as a means of fostering people-to-people connections and strengthening mutual understanding.

An informal meeting of heads of state of the Commonwealth of Independent States has officially begun in Saint Petersburg. The gathering is being held in the St. George Hall of the State Hermitage Museum, one of the world’s most prominent cultural institutions. The launch of the meeting was confirmed by official representatives of the host country.
Prior to the talks, Russian President Vladimir Putin, together with CIS leaders, toured the exhibitions of the Hermitage Museum. The visit included Armenian Prime Minister Nikol Pashinyan, President of Belarus Alexander Lukashenko, President of Kazakhstan Kassym-Jomart Tokayev, President of Kyrgyzstan Sadyr Japarov, President of Tajikistan Emomali Rahmon, President of Turkmenistan Serdar Berdimuhamedov, and President of Uzbekistan Shavkat Mirziyoyev.
Following the cultural program, the heads of state convened in the St. George Hall to begin informal discussions. Turkmenistan’s participation highlighted the country’s consistent engagement in regional dialogue and cooperation within the CIS framework.
