On March 19, Turkmenistan launched the early voting process for elections to the local Halk Maslakhaty of newly established districts, as well as for replacing outgoing members of the Mejlis (Parliament) and provincial, district, and city councils. In accordance with Article 73 of the Electoral Code of Turkmenistan, this provision is designed for citizens who, for various reasons, will be unable to visit their respective polling stations on the official election day, March 29. This primarily facilitates the participation of individuals planning long-term business trips or vacations.

According to the State News Agency of Turkmenistan, extensive preparations have been made for this socio-political event, including the creation of 363 electoral districts. Within these districts, 578 polling stations have been fully equipped and prepared to host voters. These stations are supplied with necessary technical equipment, information boards, and ballots, ensuring a seamless voting process. Early voting at these locations is conducted daily from 08:00 AM to 06:00 PM.

A total of 658,924 citizens have been registered in the electoral rolls for these elections. Notably, 11,373 of these individuals are young voters exercising their constitutional right for the first time. The inclusion of the youth in the democratic process is a key priority for the nation's political development. To ensure transparency and adherence to legal standards, 667 national observers from political parties, public organizations, and civic groups have been registered to monitor the proceedings in Ashgabat and the provinces.

The presence of national observers guarantees that the campaign and the voting process align with international norms and domestic legislation. All polling stations have established an environment conducive to the free expression of the voters' will, with candidate profiles clearly displayed for public review. The early voting stage will continue until the main election day on March 29, allowing for high voter turnout and broader civic engagement in the country's governance.
