Local authorities in the Japanese city of Utsunomiya have enforced strict emergency measures following consecutive sightings of a wild bear roaming through densely populated urban areas. To ensure the safety of the public, official directives led to the immediate shutdown of numerous educational institutions across the municipality, as the animal continues to pose a significant threat.

The predatory animal was first detected near a municipal park, subsequently appearing on central surveillance cameras where it actively disrupted public spaces and closely encountered pedestrians. Surveillance reports later confirmed that the animal had moved towards an industrial sector on the outskirts of the city, indicating its unpredictable trajectory through various urban zones.

In response to the escalating risk, the municipal government suspended operations at 94 primary and secondary schools. Residents have been officially advised to lock all doors and windows, strictly avoid approaching the animal, and seek immediate shelter inside sturdy structures if confronted. Public broadcast vehicles are currently patrolling the streets to deliver continuous safety announcements.

Statistical data indicates a sharp rise in wildlife encounters within the northeastern territories of the country, with tens of thousands of instances documented recently. The presence of such wildlife in close proximity to the metropolitan capital region represents an unusual shift in animal behavior, prompting heightened vigilance from local safety services.
