Turkmenistan has enacted significant amendments to its Migration Law, introducing a revised framework for the registration of foreign nationals and stateless persons. The new legislation, signed by President Serdar Berdimuhamedov on April 11, 2026, focuses on modernizing administrative processes and expanding the legal categories managed by the State Migration Service.

A central feature of the update is the complete transition to an electronic information system for all migration-related procedures. Registration, extensions of stay, and deregistration are now processed digitally, ensuring higher efficiency and data accuracy. The law also broadens the definition of legal representatives for minors and clarifies requirements for residents replacing expired identification documents.

The revised regulations establish specific timelines for various travelers based on their purpose of visit. Transit passengers are now permitted to stay without additional registration for up to 5 calendar days, while international transport crews are granted up to 15 days. Detailed provisions have also been introduced for tourists and those visiting for specific international missions.

Furthermore, the process for extending stays has been streamlined, allowing for approvals within three working days based on various legal grounds beyond traditional visas. The law also expands the list of individuals exempt from local registration, notably including officials from international organizations and their families, aligning domestic practices with international diplomatic norms.
