Turkmenistan Introduces “Digital Concept-2028”: Focus on AI, 5G, and the Trans-Caspian Cable
Ashgabat, November 12, 2025. At the Turkmentel-2025 international forum and the transport integration conference, Minister of Communications Hajimyrat Khudaigulyev unveiled the “Digital Economy Development Concept of Turkmenistan for 2026–2028.”
He emphasized that the joint focus on digitalization and transport innovation marks a new phase in Turkmenistan’s development — one built on the synergy of ICT, logistics, and infrastructure to drive sustainable growth, smart cities, and modern production systems.
Key goals of Concept-2028:
deployment of artificial intelligence,
enhancement of the “E-Government” system,
digital transformation of education and healthcare,
expansion of data transmission networks,
attraction of innovation-focused investments.
The launch of 5G in Arkadag became a milestone for nationwide digital transformation. The city already integrates 4G+, “green tech,” and smart ICT systems.
Turkmenistan views AI as a catalyst for economic growth. Pilot projects are being implemented in education (adaptive learning), healthcare (AI diagnostics), and agriculture (yield forecasting).
A National AI Competence Center will soon be established under Turkmentelecom, aiming to strengthen research and innovation capacity.
The Minister highlighted Turkmenistan’s strategic role as a communications hub of the Great Silk Road.
Eight DWDM fiber-optic lines are currently operating, linking Turkmenistan with neighboring states.
Work continues on the Trans-Caspian fiber-optic system (Turkmenistan–Azerbaijan) and the Serkhetabat–Herat line, boosting digital transit between Central and South Asia.
The X-Road interagency data exchange platform has been successfully piloted in partnership with UNDP and Estonia.
The State Cybersecurity Service under the Ministry safeguards the nation’s information space.
Khudaigulyev concluded by calling for deeper international cooperation in developing innovation hubs, creating digital finance tools, and building cross-border digital corridors.

From January to October 2025, mutual trade between Turkmenistan and Kazakhstan amounted to 404.7 million US dollars, according to data published by the Kazakh analytical platform LSM.
During the ten-month period, Turkmenistan significantly increased its exports to the neighboring country. Export volumes rose 2.3 times to 242.5 thousand tons, while their total value reached 156.3 million dollars. The most dramatic growth was recorded in the soft drinks sector, where shipments expanded more than eightfold. Exports of sulfuric acid increased by 4.1 times, and deliveries of household detergents grew by 31%.
Meanwhile, Turkmenistan’s imports of goods and services from Kazakhstan totaled 248.3 million dollars during the same period, marking a slight decrease of 0.9% year-on-year. At the same time, the physical volume of Kazakh exports to the Turkmen market increased by 29%, reaching 266 thousand tons.
