On behalf of the people of Turkmenistan, I extend a warm and heartfelt welcome to all of you and express my gratitude for your participation in the Third United Nations Conference on Landlocked Developing Countries.
We regard such a broad and high-level representation at this Forum as a sign of respect for Turkmenistan, a mark of trust, and a high assessment of our country's role on the international stage, as well as its efforts to promote cooperation and mutual understanding.
We welcome all participants of the Forum to Turkmen soil as dear and honored guests, as like-minded partners of Turkmenistan, united by noble goals of peace, progress, and prosperity on our planet.

Dear Participants,
The holding of this Conference is both natural and deeply justified. It is an organic part of the large and serious work carried out by our countries over many years, aimed at increasing the role of developing states in global processes, drawing attention to their problems and legitimate interests, and securing a rightful place for them in the modern world order.
This fully applies to the countries represented here today, which constitute a significant portion of the developing world. We are convinced that the time has come to develop new, effective, and targeted approaches and mechanisms for cooperation on the issues faced by landlocked countries.
Taking this opportunity, I would like to express deep appreciation to the Secretary-General of the United Nations, Mr. António Guterres, as well as to the leaders of relevant UN structures and agencies, for their support and invaluable assistance in organizing this Forum.
In our view, such a stance by the leadership of the World Organization is both telling and convincing. It reflects recognition of Turkmenistan's constructive activities as a responsible member of the international community. Our foreign policy priorities remain firm and consistent, the most important of which is cooperation with the United Nations. This is a strategic choice, rooted in profound and philosophical foundations. At the core of this choice is the alignment of Turkmenistan’s long-term goals with the objectives of the UN on key aspects of the global agenda.
I would go further to say that all of Turkmenistan’s actions on the world stage, all of our initiatives and proposals, are aligned and correlated with the practical work of the UN, its fundamental decisions, programmatic goals, and principles.
To us, the UN is the international organization with universal legitimacy. We consider the Community of Nations as the foundational pillar of the modern global system, as the guarantor of peace and stability, and as a safeguard of international security architecture. We firmly believe that today, in light of new geopolitical realities, the high humanistic ideals and principles of the UN Charter must remain the legal and moral foundation of the international order.
In this context, I would like to emphasize that holding this Conference in neutral Turkmenistan, during the International Year of Peace and Trust, carries special significance.
Turkmenistan believes in the UN and its immense creative potential.
Our multi-faceted partnership with the Organization has been and will continue to be the cornerstone of Turkmenistan’s foreign policy. It has proven effective and consistent with our long-term national goals and the interests of the international community, serving as a key constructive factor in regional and global development.

Dear Friends,
This year marks the 30th anniversary of the international recognition of Turkmenistan's neutrality. This historic event took place within the walls of the United Nations, which also celebrates its 80th anniversary this year.
Thus, our neutrality is in many ways the result of global cooperation and a shared achievement of the international community. This is the perspective from which we understand and implement our neutral status—as a resource and instrument for the benefit of all nations and states.
We aim to ensure that Turkmenistan’s neutrality serves as a platform for building bridges of mutual understanding, for respectful multilateral dialogue on key global issues, for inter-civilizational communication, and for responsible cooperation in economic, environmental, political, social, and humanitarian spheres.
A clear example of this approach is the current Conference and the atmosphere of friendship, cooperation, and mutual respect that we have strived to create for all participants.
Our hearts, thoughts, and aspirations are open to the world. This is the essence of Turkmenistan’s foreign policy. The character of the Turkmen people—our respect for other peoples, our readiness to help, our practice of real solidarity—this is what we bring to our international engagement. And this is not just a policy—it is the philosophy behind Turkmenistan’s foreign policy.
Of course, in pursuing this path, we draw on our history, deep-rooted values, traditions, and customs. Turkmens are a people with an ancient, rich, and distinctive culture and mentality. At the same time, as members of the global community, we strive to make a worthy contribution to its advancement.
Today, Turkmenistan is actively utilizing its capacities and experience in cooperation on key priority areas: restoring respectful political and diplomatic dialogue; strengthening international law, the role and authority of the UN; achieving the Sustainable Development Goals, and focusing on key components of this comprehensive UN program—transport connectivity, energy, water and food security, access to healthcare and medical services, and humanitarian issues.
Turkmenistan advocates for coordinated approaches to partnerships, based on long-term and strategic objectives, rooted in the combined economic and political potential of various states and international structures, and a readiness to use it responsibly for shared socio-economic development and prosperity.
In this context, the objectives of our Conference are broad in scope and have global significance. They are aimed at giving serious international impetus to political and economic contacts, trade cooperation, cultural and scientific exchanges, and mutual enrichment.
I believe that the participating countries of this Forum are called upon to play an active role in all these areas and to build partnership models that can and should be used in other formats—models that will serve the common good and the future of all humanity.
In this regard, we emphasize the importance of inter-parliamentary cooperation, as well as engagement through women’s, youth, children's, and sports initiatives. For many years, Turkmenistan has organized events in partnership with respected international organizations in these areas, which have become important global happenings. Therefore, we welcome the idea of holding a variety of panels and thematic sessions within the framework of this Conference.
Among these are: the ministerial meeting on South-South cooperation, civil society and private sector forums, a meeting of women leaders, as well as parliamentary and youth forums. Today, it is crucial to use the full arsenal of diplomacy, including people’s diplomacy, to maintain and strengthen peace and stability, and to support the aspirations of peoples and constructive forces for communication, mutual understanding, and cooperation.
We hope that the Third United Nations Conference on Landlocked Developing Countries and its outcomes will help lay the foundation for effective and sustained joint efforts moving forward.
It is meant to showcase the will, unity, and determination of its participants—heads of state and government of dozens of countries, leaders of the most respected international organizations and institutions—to engage in consistent, results-oriented dialogue and practical cooperation.
I wish all participants of the Conference success in your work and great achievements in strengthening our collaboration and reaching our shared, constructive goals.

A ceremony for laying the foundation of the Turkmenbashi – Garabogaz highway, spanning 207 km, was held in Balkan velayat of Turkmenistan, reports the newspaper "Neutral Turkmenistan."
The highway starts from the coastal etrap of Turkmenbashi, where a festive event was held on the occasion, featuring masters of culture and art from the velayat.
Construction has been entrusted to road builders of the economic society "Altyn nesil," who guarantee completion on schedule. All conditions for the project are provided: crushed stone and gravel are extracted from a local quarry, and road bitumen is produced at the Turkmenbashi Complex Oil Refinery.
According to the project, the highway will be two-way with a width of 21 m, featuring asphalt pavement and technical characteristics meeting international standards.
Construction is planned in two stages: Turkmenbashi – Garabogaz and Garabogaz – Serhetaka (Kazakhstan). Upon completion of the second stage, the road will open a transport corridor to neighboring countries in the region.
