India Imposes Strict Export Ban on Sugar to Guarantee Domestic Price Stability

The statutory order, issued by the Directorate General of Foreign Trade, shifts the export status of raw, white, and refined sugar into the prohibited category, replacing the previous restricted licensing mechanism to secure domestic consumer access.
The executive intervention is designed to optimize national inventory levels and shield domestic retail prices from surging global commodity inflation and macroeconomic volatility. However, the mandate exempts structural tariff-rate quotas pre-allocated to the European Union and the United States under historical bilateral treaties, allowing fixed volumes to clear customs under reduced or preferential duty systems.
Globally ranked as the second-largest sugar producer after Brazil, India's sugar processing output for the current agricultural cycle is projected to reach 29,3 million tons, marking a substantial expansion from the 26,12 million tons recorded in the previous fiscal period. This surplus is calculated after allocating the necessary cane volumes for industrial ethanol distillation, highlighting that the export ban is a protective monetary and supply-chain strategy rather than a reflection of systemic crop failure.
