Within the framework of the XXV International Universal Exhibition and Conference "White City Ashgabat 2026" (WCA 2026), a high-level official signing ceremony took place involving the Government of Turkmenistan, municipal municipalities, and major global corporations. The comprehensive package of signed treaties and memorandums targets critical drivers of national development, including digital transformation, heavy industry, energetics, highway logistics, and modern urban infrastructure.

In the high-tech sector, Turkmenistan accelerated its transition to a digital economy through a significant multi-sectoral alliance. The Ministry of Energy, the Ministry of Communication, and the Ministry of Finance and Economy of Turkmenistan jointly signed a comprehensive Memorandum of Understanding with Singapore’s tech giant, "Bitdeer Technologies Group". This document establishes a strong framework for developing cutting-edge digital infrastructure, expanding technological ecosystems, and driving industry-wide diversification through sophisticated technological integration.

The energy and heavy industry sectors witnessed a series of strategic agreements designed to scale up production and operational efficiency. The Ministry of Energy of Turkmenistan concluded a non-binding agreement on key partnership terms for industrial modernization and technology transfer with Japan's "Muroosystems Corporation". Simultaneously, the "Türkmenhimiýa" State Concern entered into a major maintenance and technical overhaul agreement for the "Garabogazkarbamid" ammonia and urea plant with a powerful consortium consisting of Japan's "Mitsubishi Heavy Industries Asia Pacific Pte. Ltd.", "Mitsubishi Corporation Machinery Inc.", and Turkey's "Çalik Enerji". Furthermore, the State Concern finalized a separate expansion and investment memorandum with China's "Hong Kong Richie Sweet Co., Ltd.".

The transport logistics and municipal infrastructure of the capital city also secured highly promising growth tracks. The Ministry of Highways of Turkmenistan signed a Memorandum of Understanding with Germany's "Inros Lackner SE" and completed fleet renewal and logistics agreements with Chinese heavy machinery leaders "Shantui Construction Machinery Co., Ltd." and "Sinotruk Hong Kong Capital Holding Limited". On a urban development level, the Municipality of Ashgabat signed contracts with local private firms: "Gök depeler" Economic Society will design and build two 720-seat secondary schools and a 320-seat kindergarten in the Bagyr residential complex of the Buzmeyin district, while "Hil merkez" Private Enterprise was awarded the contract to construct a state-of-the-art community health center in the same area.
