Albania has made history by appointing the world’s first artificial intelligence-based virtual minister, assigning the digital assistant to oversee public procurement. The virtual minister is named Diella, which means “Sun” in Albanian, according to MIR24.
Since January 2025, Diella had been operating as a digital consultant on the country’s public services platform, assisting citizens with accessing various online services. Now, Prime Minister Edi Rama has officially appointed her as a government official responsible for managing public procurement.
According to the Prime Minister, integrating AI into procurement aims to eliminate corruption from the tendering process. Eventually, the task of selecting winners for government contracts will be fully delegated to the AI system.
Diella will be responsible for analyzing each tender and providing impartial assessments of submitted proposals. As reported by The Guardian, this approach is expected to enhance transparency and remove human bias from critical government decisions.
