Starting from May 1, 2026, new amendments to the Administrative Code of Turkmenistan will significantly raise the financial penalties for traffic violations related to vehicle documentation. These changes, affecting Article 228 of the Code, introduce a stricter penalty structure designed to enhance road safety and legal accountability among drivers. The revisions target various infractions, ranging from simply forgetting documents to operating a vehicle without a valid license.

Under the updated regulations, the fine for operating a vehicle without carrying a driver’s license or a power of attorney has been doubled, now reaching up to one basic unit. Furthermore, the penalty for driving without a required power of attorney or allowing an unauthorized individual to operate a vehicle under such conditions has been adjusted to a higher range of two to three basic units. This move reflects the authorities' commitment to ensuring that all vehicle operations are strictly documented.

The most severe increases apply to individuals who drive without ever having obtained a license or while their driving privileges are suspended. In these cases, the fines have been elevated to a range of five to eight basic units. Additionally, vehicle owners who permit unlicensed individuals to drive their cars will now face a fixed fine of six basic units, marking a substantial increase in liability for car owners who neglect to verify the credentials of other drivers.

A notable feature of the new legislation is the formal classification of driving with an expired license as a specific administrative offense. For the first time, using an out-of-date driver’s license or temporary permit will be penalized with a fine ranging from three to five basic units. Signed into law by the President in April 2026, these measures represent a comprehensive effort to modernize the nation's traffic enforcement system and ensure that all motorists adhere to current regulatory standards.
