Turkmenistan has introduced significant legal reforms aimed at strengthening parental accountability and protecting the health of minors. Starting May 1, 2026, amendments to Article 358 of the Code of Administrative Offenses will officially come into effect, focusing on the responsibilities of parents and legal guardians in the upbringing of their children. The most notable update is the introduction of administrative liability for parents whose children are found using tobacco products.

Under the new regulations, if a minor under the age of 16 violates the nation’s anti-tobacco laws, the parents or guardians will be required to pay a fine ranging from one to two basic units. This marks the first time that such a direct administrative penalty has been established specifically for tobacco use by minors, highlighting the government's rigorous stance on eliminating smoking habits among the youth.

In addition to tobacco-related measures, the law has also eliminated the possibility of simple warnings for other serious infractions. For instance, the unauthorized use of narcotics by minors under 16 will now result in an immediate fine rather than a cautionary notice. Furthermore, penalties for minor delinquency and traffic violations committed by underage pedestrians have been adjusted and, in several cases, increased to ensure a higher level of public order and safety.

These legal changes reflect Turkmenistan's broader commitment to social welfare and the promotion of healthy lifestyle choices. By increasing the legal burden on parents, the state aims to foster a more proactive approach to child rearing and monitoring. The government expects these measures to serve as a deterrent against unhealthy behaviors and to reinforce the importance of family involvement in the physical and moral development of the next generation.
