Arslan Gurbannazarov Appointed Rector of the Turkmen State Finance Institute
03 Apr. 17:12President Serdar Berdimuhamedov has signed a decree appointing Arslan Ovezdurdyyevich Gurbannazarov as the Rector of the Turkmen State Finance Institute. The official announcement was made during a regular session of the Cabinet of Ministers, where high-level personnel changes within the national education system were finalized. This appointment aims to strengthen the academic leadership of one of Turkmenistan’s primary financial training institutions.
The transition follows the reassignment of the institute's former head, Bayram Tangryberdiyev, who has been moved to lead the Turkmen State Institute of Economics and Management. This strategic rotation of top administrators between the nation's leading economic universities is designed to introduce fresh perspectives and enhance the quality of professional training for the country's burgeoning financial sector.
The broader administrative reshuffle began with the release of Aknabat Atabayeva from her duties at the Institute of Economics and Management, as she transitions to a new professional role. By synchronizing these appointments, the government ensures continuity and stability across its specialized higher education centers. The program target young specialists and researchers from Turkmenistan seeking to conduct post-graduate research or pursue doctoral studies at top Swiss universities and research institutes.
Key applicant requirements:
A Master’s degree or equivalent academic/professional credential;
Age limit: born after December 31, 1991;
A detailed research proposal including a timeline, core methodology, and planned objectives;
An official letter of academic sponsorship from a host professor in Switzerland;
For applicants currently residing in Switzerland, the entry date must not precede August 1, 2026.
The grant includes a monthly allowance, health insurance coverage, partial housing subsidies, and travel expenses. Research fellowships range from 6 to 12 months in duration. Electronic application submissions will remain open through November 27, 2026. Application procedures for Turkmen citizens are overseen by the Embassy of Switzerland in Baku.
